ICAC newly established one-stop hub “Private Sector Integrity Centre” fortifying the city’s private sector integrity and competitive edge through public- private partnership
The ICAC today (September 10) launched the Private Sector Integrity Centre (the Centre), which consolidates the existing resources of its Corruption Prevention Advisory Service and the Hong Kong Business Ethics Development Centre. As an integrated service and knowledge hub, the Centre offers comprehensive and risk-based corruption prevention and integrity support to the private sector. Through public-private partnership, it aims to fortify ethical corporate culture, safeguard Hong Kong’s clean business environment, while setting a global benchmark in anti-corruption governance.
Speaking at the launch ceremony of the Centre, Director of Corruption Prevention Department Mr Martin Lee King-man noted that “Business integrity and the rule of law are key pillars underpinning Hong Kong’s position as one of the world’s cleanest and most competitive cities. The establishment of the Centre marks a new phase of ICAC’s more targeted and diversified anti-corruption strategy, and opens a new chapter in our efforts to elevate integrity standards in the private sector. The ICAC will continue to leverage its local and international chamber networks and deepen public-private partnership to foster a clean business environment, thereby consolidating Hong Kong’s role as a ‘super connector’ and ‘super value adder’.”
As an integrated service and knowledge hub, the Centre will strengthen the private sector’s integrity capabilities through four key service areas: providing individual private organisations with “Integrated Integrity Management Solutions” to assist them in formulating and reviewing codes of conduct, strengthening internal controls, and offering expert corruption prevention advice to enhance their risk management and compliance audit capabilities; developing “Bespoke Integrity Training” and integrity culture-building programmes to strengthen anti-corruption capabilities across industries; co-organising “Accredited Continuing Professional Development Courses” with regulators and professional bodies to promote professional integrity and enhance the industry’s overall anti-corruption awareness; and developing “Practical Corruption Prevention Tools” for different sectors to encourage and assist organisations in adopting standardised corruption prevention measures to improve their integrity management systems, and jointly build a clean business culture.
Approximately 50 leaders and representatives from over 30 chambers of commerce, professional bodies and industry associations attended the launch ceremony today, pledging to work alongside the ICAC to foster a culture of integrity in the private sector through pragmatic integrity management strategies, robust compliance frameworks, and effective governance solutions, thereby creating long-term value for Hong Kong.
The ICAC is one of the region’s pioneering government agencies in corruption prevention and business ethics promotion for the private sector. Since launching the Corruption Prevention Advisory Service in 1985 and the Hong Kong Business Ethics Development Centre in 1995, the ICAC has offered corruption prevention advice to more than 7,000 private organisations. In the past five years, it has also provided integrity training to over 536,000 employees. Building on this foundation, the Centre consolidates existing resources to continue providing advisory services, integrity training, thematic seminars, and anti-corruption tools for various industries.
